Removal/Transfer of HPA from vehicle ownership title

I had sold my Suzuki Potohar Jeep, 2 months back. It was leased, all dues were paid and the bank had issued the NOC. The buyer recently contacted me, he said he was being asked to pay an extra Rs 5500 by Excise Karachi office to get HPA removed from the ownership title before he could get it transferred to his name. He blames me for deceiving him, whereas i don't even know i have to get HPA removed after i received the NOC.
He's insisting me to pay the extra amount. I am not willing to.
Please help. What should i do? Am i supposed to pay him? What's the actual fee, i doubt it's not Rs 5500?

I contacted ltwo acquaintances, Senior officers at Excise karachi office. Both confirmed there is NO FEE TO REMOVE HPA from ownership title. Only Rs 500 is charged for addition of HPA at the time of new registration of vehicle.
The fee people pay, it all goes into agent mafia's pocket.

No fee for HPA removal. NOC itself is enough. Now you have to pay only transfer of ownership charges.

I submitted the NOC at excise office rwp and they provided me a tracking id and said for biometric from the bank. The bank is not aware of this process they adviced me to put my own biometric which is not working at all. What to do now

It seems like you have purchased car from the seller who claimed the loan for that car, So you need biometric of him after removal of HPA and Non-Transferable status from the card (You will get the new card from excise) then you will be able to transfer it to your own name.
