No technical suggestions right now. But I've consulted some people who have 2.0D, they tell that it gives 16-19 km/l with 4 pax load with A/C on highway. Are your tyres inflated properly? Is your engine in mint condition? (Engines not in perfect condition require more accelerator for same speed).
I was so disappointed today I can't tell. This is because I found out that 2C is a high maintenance engine indeed. For normal road/driving conditions the oil change interval is 5000 km. For severe road/driving conditions such as A-2: dusty roads and B-3: repeated short trips (such as city driving) the oil change interval for 2C is 2500 km. Plus the sump is so big! 5.1 liters. This is way too much expense. These are snaps of some pages I've taken from a 2004 Toyota Corolla 2.0D manual.

The standard oil drain interval for petrol engines is 10000 km and severe duty cycle is 5000 km. This may be because these petrol engines are newer by design. Also, the PSO Deo 8000 you use is better than the recommended API CF standard. So that is not an issue. But the petrol engines recommend API SL or SM which are latest and hard to find. This is same for the 2NZ-FE in XLi/GLi or 1ZZ-FE in Altis. Though the 3ZZ-FE in the now discontinued SE Saloon could do with API SJ (only Total Quartz 5000 is easily available in this grade). [I also don't like SL & SM (few people like) because they have very less organo-metal content (read: zinc & molybdenum) and not as good for engine health as SG/SJ unless the engine is specifically designed for it. They are a step backward as far as engine life is concerned.]
Although I personally very much like 2C, I feel like crying sooo hard because of this new information.
Anyhow, the 2000km at which you changed is still less than 2500. Plus it is better to change at standard interval rather than extend it even if you are using better oil.
Engine oils is one of my favourite subjects and I can keep going on forever. Please continue with your topic. We're waiting.
P.S.: For those who'd again enquire about the camera from which manual's snaps were taken: It is a Nokia Xpress Music 5130. All settings standard. The image is blurry on corners. Out-of-focus and can't be adjusted.
