Safe custody information on excise website

Can anyone explain what does safe custody column means on excise website's vehicle verification page?

I have attached screenshot of result of one particular vehicle where it is advising to contact MR department to avoid dispute.

this is standard comment, nothing to worry - you can verify the status by calling CPLC - Karachi [92 21 3566 2222 ] with registration & chassis number of vehicle, information is latest .. (closest is 45 days lapse )

This is same showing same to me i want to pay my vehicle excise token tax through online but once I go for payment they are asking to contact with MR wing. Please advise
