Safe Custody

I want to understand what 'safe custody remarks' mean? Most specifically what does U/S mean, is the number followed by it the FIR number? But the car has never been stolen and we are first owner? How do I get this sorted?

in Pakistan U/S has multiple meanings in Govt correspondence.

U/S = under section
U/S = un serviceable
U/S = under surveillance
