Its quite normal perhaps in Pakistan, to avoid paying fines (and taxes as well :p), but its quite usual everywhere worldwide to find govt. clamping down taxes and fines to regulate civil behaviour. There is nothing wrong with it.
Fining drivers' rogue behaviour is usually for everyone's benefit. Driving with mobile phone/tea/sandwich etc in one hand is not safe. I am not saying we practise safe driving at all times, but lets not dismiss the right policies.
Saudi Arabia implemented a law on land owners (in certain categories) to build properties on them, or pay taxes from this year to the Govt for unconstructed land. The reason is a growing shortage of affordable housing, so they are inducing a trend in landowners to build and rent housing to public to reduce this shortage.
