this policy existed since mid 1970's., when late Zulfiqar ali bhutto introduced the permit system for purchase of new car and a used right hand drive car was allowed only to the expatriates living abroad ( the era when Gulf states were squeezing labor from Pakistan and struggling to build their economy) sent as GIFT - under transfer of residence only new cars were allowed,
the paper work requirement is still the very same, to date
a. a salary slip for 3 months attested by Pakistan embassy / counsler office in country of residence
b. 6 months proof of funds transfer to any blood relative in Pakistan
c. an affidavit stating that there has been no automobile gifted to nominated person in Pakistan during past 24 months.
based on above 3 papers, the Car sent to Pakistan under gift scheme the person nominated applies to ministry of commerce for an IMPORT permit, issued in 21 days valid for 100 days.
all the above legal paper work is still the part of used car import procedure , under gift scheme however ignored by the customs against their own speed money.
in present scenario, 120 high end cars right now at the port, they may never be released,
reason, 16 identical passports are used for vehicle clearing in past 18 months and these 120 high end cars landed with an interval of 10 days one after another ................................. against the flagged passports.
