no dear i have not visited kel .. but the rest house in keren and in upper neelum valley both are not operational ... they said it's under construction and booking is going on from there office .. and the one in Dowrian , when i reached there and asked about the room the chokidar was not available a guy i see tell me that i don't have keys but if you want to stay i went to keren for keys and come back after a couple of hours , crap , it's a whole lot of mess they are creating .. totally corrupt gov and corrupt tourism officials.
