Should i buy new rings of d15y3 2005 civic exi or should i buy a new head assembly

I recently bought a 2005 civic exi with a head assebly of d15 single vtec. I got the vtec cutoff activated but after an oil change, whenever the revs go above 4000rpm smoke comes out of the exhaust. The mechanic says thet the ri gs are fried. What would be the solution? What would be the least expensive yet better route?? Any and all opinions are appreciated.

First do compression test.
If it comes out bad then get new rings and valve seals installed.
No need to buy used head assembly (kabli).

Should be done in 15-20k.
