Some information about CPLC (Please answer)

Dear friends, I need to know some information if you could please tell me. Well, I called CPLC to get information about a cuore as my friend is interested in buying that car. They asked for the registration number, engine number and chassis number and said " ye car 2 baar chori ho k mili hai aur dono baar under custody rahi hai aur car clear nahi hai" now what is that suppose to mean? what happens when we buy such kinda car and also the price should be less of this car then any other "cplc clear" car??

Please help me out and let me know.

First of all who in their write mind while considering the current situation of the country would buy a car which isn't cleared from the CPLC?

Yes, the price of a non CLPC cleared vehicle is MUCH less than the price of a vehicle which is cleared from the CLPC.

tell your friend, only buy if "u will keep da car for many yearssssssssssssssss & car is in gud shape".

because it will not RE-SALE quick.
