2 - Weight? hmmmm.. I wont be able to give you a firm number here. ?But I will try getting onto the rack myself to check it soon.
You are also right about the sagging issue. There will be some sag here for sure and yes the cross bars would reduce this markedly. But the weight that we plan to use this for should not be an issue. We have used moderately thick walled rectangular pipes just to reduce this sag.

Get on it & ask someone to drive over a 1inch pipe. If you bob, you need support under the rack. I see you have an anti-roll bar on the inside. Maybe your rack center can rest on that, over the canvas top. Just throwing you ideas so you can get them all together for an even wonderful thing.
Just remember, any amount of weight, coupled with forward motion & down draft added to the our roads in going to make the item 'bounce' on top.
