I'm going to Dubai in November and I want a hotel that is central to everything. Is it just best to stay near the Mall of the Emirates? or is there better places?

Personally preference and how much your willing to pay. For a safe area close to Dubai mall stay at holiday inn expressed safa park. Nice hotel clean and good safe area, not downtown riffraff like deria too many mashook type of place but cheap hotels 2 star

Deira Dubai is the center in Dubai City, you can go easily from here..and the metro Train and metro bus are the added advantage, their stops are very near to Deira

Novotel Dubai Al Barsha is near by to Mall of emirates(just one metro stop). i stayed there for 5 days, its good enough

You asked for some of the "Best Area" to stay in Dubai. Palm Jumeira is the absolute best of what Dubai can offer right now.

If you meant "Best Hotel" to stay in Dubai. I will probably recommend you to look at:

a. "Kempinski @ Palm Jumeira",

b. Grosvenor Hotels in Marina,

c. Kempinski, Mall of Emirates,

and ofcourse, the absolute jewel of Dubai, Atlantis The Palm Resort.
