It depends...
First, if you have good soft tyres and engine which produces normal to low noise, sound dampening will work much better.
Second, you need to apply it thoroughly, like on engine firewall, doors and floor of the ride. Road nose and engine heat & noise normally enter the ride from these locations.
Lastly, the stuff itself. It has to be a professional product. Not a substandard material.
If you manage to meet all these requirements, sound/heat dampening will work. It is normally a 70% improvement.
