Bad governance breeds all sorts of problems. In a time when USA and other advanced countries are considering raising the speed limits keeping in view the advancements in technology, the increased load on road networks and the increased value of time of the commuters, in countries where 'government for people' is not present, governments are finding new ways to make the lives of people more problematic. If the speed limit has been reduced from 70 kph to 50 kph, there must be a solid reason behind it. The department is accountable towards the citizens for any increase or decrease in speed limit, as both actions have advantages and disadvantages towards the users (drivers, passengers, pedestrians, cyclists) of the road.
Even then, why 50 kph? Why not 45, why not 60? Why not 05 kph if slow speed is considered to be safest? Why not increase the speed limit? Behind every decision there is a statistical background (there is a reason why statistics is taught to every possible undergraduate). About the police not catching over-speeders:
Generally a law is only enforceable if countable number of people are breaking it. If 10,000 vehicles are passing per shift and around 8,500 are exceeding the speed limit, the police will be completely over-whelmed trying to control it. Trying to control it would result in other problems such as mass-scale law and order problem. OTOH students of administration know pretty well that the system has to be engineered in a way that nobody sees a reason in going against a law. Then only a few mischievous people would break the law and need to be punished. But if the system is un-human and unrealistic and impractical, there would be no way or no reason to follow it. And there would be no reason or willingness to enforce it also.
