As per my experience there is no norm for commission, the dealer will try to grab from whoever they can & whatever percent they see fit, you can always negotiate. 2% is usually charged. For buying a property I struck with a dealer for 1% commission including documents verification & getting me the posession at his responsibility, i viewed the properties myself then took him along to verify the documents/owners, prepared sale agreement, property transferred in my name (paid 50% of agreed commission to dealer), took possession then paid the dealer his due balance. Of course I had prepared contract that laid out responsibilities of the dealer with payment terms.
