Stickers on the rear screen of JDM cars

Hey guys.
A little help is needed from you guys.

JDM cars are having 2, 3 stickers on the rear screen. One is having stars and other having some percentage written on them.
Some cars are having 4 stars on them and some are having 2 or 3 stars.
Can you guys tell me that what these stars and percentage stand for? Does these known as auction grades?

I am quite sure that they are not vehicle grade stickers as they are not put on the car at the time of auction but they are placed on a brand new car coming out of the showroom! What I ve researched is that they tell you about the emission standard of a particular car.

So these stars are not really Grade these are what mileage a particular car gives.
My Manual Alto is having 4 stars where as Automatic Alto are having 3 stars.

BLUE (****) STICKER:
Low Emission Vehicle
Emission Reduced by 75% in Heisei 17 (The year of 2005)

1 question?
Then why does same cars have different stickers??
e.g Vitz 2009 few cars have these 3 Stars stickers and few have 4 starts stickers.
Few have 75% low emmisions stickers and few have 50% low emissions sticker
My question is, Do they equip the same models with different technologies i.e the engine and the catalytic converter would be the same for same cars, they how can 1 be more fuel efficient and throwing less emmissions while the other same setup car is less fuel efficient and throws more emmissions?

Hmmmmm 1 thing coming in my mind that, these emmision tests would have been conducted each year! each year a car would be issued new stickers depending upon its current fuel efficiency n emmision..Hmm... I think i answered my own question. Lolz...
