Still haven't received number plates

I bought Honda CD70 in late 2018.
I paid Honda dealership to sort out number plate.
I've so far recieved the smart card about two years ago.

Now each time I visit I am told that numberplates aren't being made or something.

Is this true or not?
Can I get the numberplates myself from Rawalpindi excise office?
Will they have duplicate written in them?

As much as i know they are not making old style number plates anymore. I have applied number plates for my 70 as well year ago still haven't got them.

That's quite a bad move by the government.

Well atleast I know now the dealership isn't lying.
