Stolen or Rented Cars Sale through Pak Wheels and Possible Solution

I watched a program on Lahore Rang TV Channel, in which TV crew was with Anti Car Lifting Cell, in operation where they arrested a gang, which was operating from DHA Lahore and they were selling rented cars through PakWheels, have so far sold 17 vehicles but police says they sold around 200 vehicles.

The gang attracts buyers through posting adds on Pak Wheels, and normally ask for less than market price. I was wondering that how PakWheels, which has wealth of data, can come up with a product, which serves Anti Car Lifting Cell, Rent A Car entrepreneurs, and buyers?
1. Can registration, engine and chassis numbers be made mandatory for posting of add but not to be visible for public (it might not be good from business model POV for PakWheels). This along with power of data trends, coupled with certain alogs can, flag suspicious transactions.
2. Can there be some sort of data exchange between PakWheels and Anti Car Lifting Cells or Motor Registration Authorities, though it's' a slippery slope but any possible solution through APIs etc.

These are random thoughts so will appreciate comments from forum members, possible practices around the world etc.

Seller atleast should have a rating which is visible to person looking at Ad ! it will ease out lot of troubles in the process.

Your suggestions are very good, but Pakwheels wants to act as just a platform.

In any case, it is the buyer's responsibility to perform due diligence before buying. It's a stressful and time consuming process for most people, and smooth talking sellers take advantage of this.

Buyer should verify these documents before buying the vehicle. It would be cumbersome if each and every ad has to go through this process separately. Moreover Pakwheels doesn't take any responsibility for any fraud because its just a platform, it is not a party in those selling buying ads.

The max pakwheels can do is to add a disclaimer to every ad asking ppl to be careful of frauds and absolve itself of any fraud activities. I dont think pw can do more than that, , no?

I think of verifying the legal status of cars is made easier, it would help buyers perform due diligence much more easily and will deter fraudsters.
