Suzuki Alto 2016 eneCharge mileage too low?

hello. I bought Japanese imported Alto 2016 unregistered car from Lahore in early May 2019, and one of the major buying driver was its fuel average. The seller said the car is auction grade 4.5 imported in 2018. I have been driving the car for 3 weeks and sensing a few issues:

1- The mileage meter shows mileage of 15.4km/l, too low for this Alto, which is quoted o have a mileage >25km/l. Earlier, I had been using Alto 2014 and it gave me an average of 20km/l. What could be possible reasons for such low mileage of my new car ? Do I need to get car oil replaced?

2- Secondly, the AC is not too impressive. Turning it on full capacity does not cool the car enough on hot sunny days and sometimes it feels like I am sitting in Mehran.

Can you suggest what should I get checked? Any good Japanese car mechanic in Lahore near Johar Town/ Allama Iqbal Town/ Model Town ?

Did you verify the auction sheet before or did you trust the seller about it's 4.5 grade rating?

Yes did you verify the auction sheet it could have been full on accident-ed and desi repaired.
Mileage go be well above 80 or even a 100k which could point to clogged air filter.
Old oil that has been sitting in while the car was at auction lot being imported.

Ac gasses could have leaked get it checked

We got the car inspected from pakWheels Team on their showroom site, in our presence. Also applied for Pakwheels auction sheet, where PakVentures sent us verified auction sheet results. However, the auction sheet was different from the normal style/ format that usually is seen. It only had car shape with labels and auction grade. No inspector comments or mileage was mentioned. Upon asking this from the dealer, he said ke different auction houses kay different formats hotay hain, and their style of grading also varies. The auction sheet that was verified from the Pakwheels had the same style which the showroom gave us, so we relaxed and trusted the seller on this.

The auction sheet sounds legit. Try driving the car with a light foot - best mileage comes at under 2K rpm. Mileage drops in stop and go traffic. Use 0W-20 engine oil and get fuel from a reputed company owned pump. Get the indash AC filter replaced.

Just do an oil change. Fresh 0W-20 or max 5W-30 oil with a new oil filter.
Replace Air filter if you can find it easily.
Replace AC filter too
Get fuel from a good petrol station.
Reset the meter

What could be possible reasons for such low mileage of my new car ?

Check air filter, it must be clean. Replace if extremely dirty.

Use 0w-20, 5w-20 or at max. 5w-30 Fully synthetic engine oil from some reputed brand. If you want best for bucks, go for ZIC or Total Quartz 9000 Future series, and change along with genuine oil filter after every 5,000 Kms.

Reset trip meter(s), and start measuring fuel efficiency.

Drive with extremely light foot / soft pedal. Do not accelerate / decelerate suddenly. Apply brakes gently.

Keep proper Tire Pressure as suggested by the OEM. Do not follow 28 psi or 30 psi myth, or hot summers, etc.

Get wheel balancing & alignment done, at least for once.

Use Fuel by Shell or Total only, and preferably from their company operated / maintained fuel stations.

the AC is not too impressive

It may not be the problem specific with your car. Usually, AC of 660 cc cars haven't been found impressive IMO. Still, you can get the AC system, especially the gas checked, for any leakage or under-fill, etc.
