There's two noises. One is that screeching noise from the belt, and other is the whine. I believe you mean the whine.
My baleno's P/S system is fine and there's no whine until full lock. It's not loud, but a small sound that most P/S pumps make. I think it's because on full lock the P/S system is at full pressure and the whine is from the relief valve trying to prevent building excess pressure.
If it's not too loud, it's fine. If the whine does not appear when moving the steering normally (before full lock), you should be fine.
