If the rockers and shafts are good and the cam is good, then set the tappets to 0.15mm with each cylinder at correct TDC, do not eyeball the distributor rotor to guess the TDC of each cylinder, check the cam itself, If the rocker adjusters are mushroomed then best replace those screws. btw shaft/rocker clearance is measured with micrometer and internal caliper, wiggling or check by hand is not valid because it is a highly loaded part when the cam lifts the rocker.
Anyway. Check the distributor too, if the centrifugal advance is sticky or worn out the engine will not accelerate like it should.
