Try petrol from another good pump. If problem solved, means problem was with Shell's petrol.
You should try using attock pump you will never use any other pump again. Only attock refinery making quality fuel in pak without mixing

Most shell pumps are crooks due to the top management which is also crook. I avoid them as much as possible. Prefer Total pumps. They got better standards.
I have also recently started filling petrol from Attock petroleum. Their quality is also very good.
