Why is it common sense to think that the old cars will be reconditioned and sold back?
Can't they be scrapped?
The cars are scrapped everywhere so there are two possibilities either they will be reconditioned OR scrapped.
Although i think that the reconditioning point seems more probable but yet you cannot be certain until it's announced.

It doesn't need an....well...'Einstein'...to figure out that cars from 60's are running still so why suzuki scrap them. Also, the ad doesn't mention that 'very old' cars would be exchanged only, so yes, it's certain that they'll be reconditioned only.
