No such permission is required. U just need to get ur credentials listed on 4 checkpoints along the way n u r good to go.Due to proximity to the LoC, sometimes u may b denied entry beyond kel but that's usually not the case these days as environment is pretty normal

I have traveled till Kel. Road is little rough , I would say it's better if you have a professional driver who has traveled before or if you have grip on your nerves and a pro driver
Yes. Fortuner will b a treat but the road is very rough so if u r touchy about car better not take it. U can hire jeep from kel bazaar for around 7k. The track isn't difficult to handle even for amateurs
Well i am careful but not over sensitive.. took it to Skardu and Deosai when it was brand new... As long as there is no major risk involved, no issue
