yaar its not about how many cars you find on the road. its about keeping their number what it is....if they lower down the duties on european cars , u wud see how their number drastically GOES UP...as UK imports would cost considerably cheap....thus harming the JApenese industry that has invested billions of dollars in our auto industry , for them its not JUST about selling the car....SPARE PARTS make them earn too.
all the quoted cars are within the power bracket...i.e below 1800c

As for Smart cars, so how many of them do you actually reckon people might have been importing per year..? I'd say hardly a handful (that too is quite an optimistic estimate) - which I dont consider provides the necessary basis to warrant such a policy change.. the numbers wouldn't stack up..the reason is, the government simply wont benefit from such a policy move...
u said it yourself , this is exactly why NON ASIAN IMPORTS are LESS....due to high DUTY RATES as compared to ASIAN MAKES. the government benefits the other way round , by supporting a more widespread industry , when we import their cars , WE pay duty , when we buy their cars ( import/local) we still pay duty/taxes. its a smart move by the govt. plus spare part earn them a lot of revenue too by supporting ASIAN makes.
As for the confusion, so just explain to me in your own words what the following two paragraphs - taken from the original report - mean..
ok for this....it is pretty much clear. rebates/ exemptions on NON-ASIAN makes , which we recieve in form of depreciation are TAKEN AWAY. MAKING NON ASAIN IMPORTS HIGHER, within the prescribed power bracket. this is the normal regime of import they have altered through an ordinance. special regime , or duty on the value of vehicle option is still available WITH DEPRECIATION. but those cars would mostly worth a fortune plus a fortune of duty to be paid.
The Federal Board of Revenue (FBR) has restricted import of old and used vehicles to the Asian make models for availing exemption of customs duty, sales tax and withholding tax in excess of the cumulative amount specified in US dollars
its clear , if u want to avail recent tax exemptions/ depreciation ... IMPORT AN ASIAN MAKE.
the same point em emphasizing since the beginning , ASIAN IMPORTS are CHEAPER from the NON ASIAN....since the very beginning.
now they are even more cheaper...as ASIAN MAKE duties are reduced , while NON ASIAN ones are raised.
P.S. I actually agree with you in part.. but the only point on which I differ is your understanding/view about the previous duties on Non-Asian makes... (do keep in mind the power bracket and the used-car factors)
yaar this FIXED DUTY on ENGINE CAPACITY exists since ages.
but duty rates were different , ASIAN MAKE DUTY has ALWAYS been lesser than the DUTY on NON ASIAN MAKES.
power bracket does not mean that you can only import a car within this power bracket , if you want to import a car outside power bracket , another option is available for that , in which they charge a percentage on the value of the car on commercial invoice.
and i know all about previous duties , dont worry , there has never been a time when NON -ASIAN make duties were less than ASIAN make duties.
and now , ASIAN MAKE DUTIES are lowered. and NON ASIAN are made even HIGHER.
