Apologies for the late reply, was caught up wit some issues. The primary difference between local builds and imported vehicles lies in the VIN configuration. As far as I have seen this thread, the vehicle in question was probably stolen, tempered and then sold off, which is a pretty common method employed by miscreants. In all cases, before you buy a vehicle, have it inspected by AVLS / AVLC sections of concerned Police Stations for vehicles of local makes.
The only sure and legal method to determine tempering is through a forensic laboratory report. One simple method used by field staff to check for tempering is to apply force through the thumb on the section where the chassis number is punched. If the punched section reverberates, it produces a popping sound, which signifies a non-tempered vehicle. In case the section does not reverberate, the vehicle may be tempered. Brazing done in order to temper vehicle chassis numbers tends to invite carbon to the top of sheet metal leading to hardening of the surface. A hardened surface does not reverberate.
