Out government should define what a car should be at minimum. With engine output, size, construction material (details of alloy grade, thickness, percent of plastic etc), and features, and safety features. or import this definition from somewhere.
Then they should define an electric car, specially what materials can battery be made of and what safety standards they need to adhere to, including condition post crash, or under water, to be called an electric car. Or import this definition too.
Downgrade everything else to some category below car, and limit its maximum price. Limit its registration and its ability to be driven on certain roads. And require sellers to mention on all advertisements that this is not a car according to the criteria defined by the government.
I don't feel safe driving a plastic box with lead-acid battery, and I certainly don't want to pay 2 million for it.
