It's same as your news feed on facebook. You follow someone and it show up in your news feed. Like the members who are friends on the forum, you can see their activity by going into your public profile.

On the top menu bar there is a community link. Click and you will see a new link to follow. It will show who you are following with notification panel.

there is a problem in the follow thingy, i have followed a member and a member has also followed me, but sometimes it shows that 1 follow and 1 following on my id and sometimes it shows 0, whats the issue?

It happened with me as well but if you refresh window it appears fine. Actually I think as "follows" and "following" something changing in real time due to the members you are following or as you are being followed, or due to your own activity on the forum, A refresh will always show the corrected up to date status. I am not expert but this is what I think.
