I get your point, but each state is like a separate country in India.Cross the border from one state to another and everything changes, language , customs, govt. practices and systems. Some states do not accept Hindi as the National language so English is also an official language of India and yet they remain in the Indian Union, to give you an example.
The 'Union Cabinet' is how they refer to the federal council of ministers.Parliament is the supreme authority in India.The Prez and PM cannot override the Indian Parliament. Only the President can declare a state of Emergency. It happened only once when President Fakhruddin Ali Ahmed declared emergency acceding to the wishes of powerful PM Indira Gandhi. However, the same man called for elections when the PM"s term was up, despite the emergency and Indira was routed. The rest is history. Now, the Supreme Court justices are the most powerful beings in India.They can even question the actions of the President of India.In short, India is a grouping of nation states, each with their own agendas, economies and policies. They compete with each other for investment(foreign and domestic) , in development and have first rights of natural resources within their borders. For eg., the Union Govt. cannot set up a mine in a particular state without the involvement and rights given by the local state authorities.Yet, each state in India cooperate ,trades and barters with each other through interstate accords.
