Online record is only after 92, token would probably be the amount the last token was paid, multiply by 9
So the car being sold is multan number but we are on pindi(buyer /seller).It's open transfer letter.

You can go to pindi excise, they can verify the tokens and file and everything for you for a certain sum. and secondly you can go to a police station and get a 15 done on the vehicle and that will let you know about its criminal status
