Top floor is really cold

So I don't know if this is the right forum but wanted to ask you guys about how to improve my situation
Currently the top floor of my house gets really cold as soon as winter arrives
For this reason I have to keep heater running 24 hours
Remaining floors are kinda nice but top floor is so cold that can't even move around the rooms without heater
My parents are a bit old so kinda worried about them
Any ideas how to improve things

in islamabad from October till March we keep customs built 4 inches thick tiles of wheat husk at the rooftop. When it rains the flood goes to rain traps, under sunlight husk tiles get dry absorbing heat and act as insulator from low temperatures.

Heat and cool acs is the solution, first floors are always colder in winters and super hot summers 🥵

Inverter ACs runs over electricity isn't it. Despite claims of sitting Govt Islamabad still suffer from load shedding. GAS & POWER both, and unannounced.
