If your friend's 2009 VTI 140HP with 5 speed Auto and .31 drag coefficient can do 228, then a CL9 with 2.4L 200HP .26 drag and 6SPD manual should reach 300km/hr, but it is impossible.
A Euro R with aero kits, racing clutch 6 speed and 220HP gets out of breath at 240km/hr and the top speed of an E90 320I Bimmer manual 6 speeder with 170HP is 227km/hr (what a coincidence, 1 short of your friend's Civic) on a race track.
I remember an Indian channel testing the top speed of new Civic at around 193 km/hr, I also remember R&T testing the 9th Gen Canadian S corolla with 1zzfe, having a top speed of 188km/hr.
Once a white 3rd Gen City EXIS manual overtake me in 05 EXI PROSMATEC Petrol, when the car speedo was showing above 170km/hr (I have 205/60R15) and the Civic was still accelerating, but there were 3 people in Civic including myself and the City was only with the driver and i still believe that it was not stock because even an Steermatic can face really hard time to do that.

Sir get your facts right, EXI is never 1.6 and its 32HP short of new Civic, its weight is 100KG less, but the new Civic has a much better Aero at sacrifice of high speed stability compare to old one.
Old Civic is the most stable and safe car at high speeds, along with 3-8 gen Accords among localaly available cars.
