The proper way to confirm rpm is to put car in test mode and chk rpm value via scantool, one more thing, if battery cells are unbalanced/weak, engine wud slighlty overcharge cells which appears as high rpm when car is at rest, but 2015 model shudnt hav any battery problem hopefully.

Regarding bars not showing, cud be pr9blem in speedometer cluster or elsewhere, does it show charging bars when braking?

Bhai i used aqua for 3 years. 2014 model.
First of all abiut the sound problem. 2000 rpm jitni sound toe nai anni chahiyay. Yes its a bit more then normal cars in P, D, R modes due to the fact that batteries are being charged. If u put it in neutral mode does the sound change? As in N mode the batteries are not being charged.
