Toyota Aqua mileage on short trips, driving on congested city roads

I often drive my 2014 Aqua, on short 3-4 Km drives through Karachi city traffic ( about 14-18 minutes average) in hot summer temperatures of 34 to 40 C , giving me a 14-15 Km / Liter for the trip with air conditioning, driving in Echo mode, I would like to know what kind of mileage other Aqua owners get in similar conditions?
My car is always parked in a covered well ventilated parking area with temperatures nearly always between 33 to 36 C in summer with outside temperatures between 34 to 40 C. My car always goes into EV after initial warm up of 2-3 minutes warm up and then goes on cycles of EV & recharging, but at the end of my 3-4 Km drive that takes about 15 to 20 minutes my trip's average is about 14 to 15 Km / Liter .

My friend's Aqua (130K driven which Allah knows if true mileage because he bought used) gives 19-20KMPL within City with AC. When this Aqua was near to 100K mileage mark its fuel average reduced to 10-12KMPL, that instant take-off was almost finished and car was knocking on full throttle, we found it was bad CAT converter, we cleaned it, changed Toyota's original air filter, cleaning throttle body and filled 3 tanks with complete hi-octane (from total) and changed spark plugs. Allhumdulilah since then its running awesome.

Spark Plugs: Rs.4000 (NKG Laser iridium)
CAT Cleaning + TB cleaning: Rs.3000

Don't know the price of Air filter.

In my opinion this is acceptable for short trips, try running it long and then see what are you getting

For Prius or Aqua that's not acceptable at all unless there is CAT/hybrid system issue or suitable oil is not used.
