I would say not to worry much about the slight differences in VI and viscosity at 100C. Sometimes these changes are regional too. For eg total France pds shows VI as 170 and Viscosity as 9.9 and total Malaysia shows VI 160 viscosity 10.
But, it's TBN is 6.8. Whereas the Valvoline synpower has TBN 7.7 and comparable other parameters(VI, Viscosity cst,etc). Higher tbn means more acid neutralizing ability of an engine. Thus, potentially allowing us to run the engine oil longer. As long as the TBN is higher than TAN of an engine oil it is safe to use.
However, since most of the acidity is due to presence of sulphur in the fuel, we generally consider TBN to be a more important parameter in diesel engine oils since Pakistan relatively has high sulpuher diesel.
To keep it short, looking at the pds I think the Valvoline synpower 5w30 is at par or slightly better than total quartz 9000 5w30. But also keep in the prices of both oils. I guess the Total is cheaper and the difference may not be as great for Valvoline to command a higher price.
