Toyota Corolla AE100 Speedometer Problem

My AE100 speedometer shows speed with a huge difference. When I'm doing around 60km/h (according to the GPS), the speedometer only shows around 20km/h. I have tried replacing the whole dashboard/speedometer, speed sensor, none of them could fix the problem. Also, I'm still using the original size of wheel so I dont think this is the reason why causing the problem. It makes me very frustrating. Any suggestion for me? Thank you guys!

Have you ever repaired or replace gearbox?

Okay. Are there any other sensor there except the speed sensor that connect to the gearbox?

You have to check few things
Speedometer
Speedometer sensor attached to gearbox

These are checked and replaced already but still.
Maybe I should replace the dashboard again?
Where can I find it? Any website for parts?
Last time I found it in me local waste yard maybe it is broken too.
