As per terms and conditions of PBO, yes u can cancel your order on basis of price increase or late delivery and u will be refunded back without any deductions of processing charges.
Regarding change in varient, not really sure. Dealer or indus can guide better. I think it can be done.

Waisay iss govt ki tarhan main bhi bohat bura phassa hon. Booked Altis 1.6 with delivery month as March which was later made early to February with early final payment but later on invoiced and delivered late i.e in March after lots of struggle and fights. As per latest, car got invoiced on 5 Mar, reached showroom on 8 Mar. Happy ending? Not yet
Car is there but am not allowed to touch it as right at the time of delivery my filling status suddenly became in active due to implementation of a new govt policy where all late filers have been removed from the filer status for the current yr. Being a govt employee, have been paying tax since last 16 yrs. My only mistake is filling 15 days after due date. Now, neither FBR or Indus has any idea what to do about such numerous cases.

I think what happened here is when govt felt that it failed to add reasonable number of big fishes to tax net, they resorted to a method kay kissi tarhan to tax milay, so allowed non filers with increased rates of withholding tax.
Nonetheless, am a big advocate kay mulk main strict laws honay chahiyay specially for defaulters but for God's sake things should be consistent without so many U turns. Had i known that consequences of late filing, would've accepted my fate with a smile and might have planned accordingly without being stuck in the middle like this

2018 Atl (Active Taxpayer List) was updated on 1 March 2019. And in this list All the late Filer will Become Non Filer.
Matlab invoive Bhi Non Filer Status Par Hoie hai.

That's right. But that's a first of it's kind happening. Previously there was no such practice. As an encouragement late filers were not removed from list unless they were not able to pay late penalty IF IMPOSED. This time neither late penalty being imposed nor status being updated. Afsoos is baat ka hae, sab rules hum jaisay sada logon kay liyay who already have been paying taxes even in excess. My last yr return showed i had paid about 10k more than was due. The real big culprits are still enjoying. Not even paying a single penny as tax out of their illegal practices.

Yeah that's strange even to me. Even IMC emailed to dealer on 8th saying the customer became in active at the time of invoicing. Not really sure why they went ahead with it anyway

Yeah i think then i would have to pay another 1 lac as withholding tax for non filer as i think for non filer new tax is 1.5 lac for 1600cc. In addition to that i would also had to pay extra registration amount at excise (not sure how much is the difference). Am still trying to persuade indus to shift the order in name of my mom who's still an active filer. Let's see what happens. Will keep u posted.
