Toyota Indus Corolla 2.0D Diesel Average 2C Engine 2000cc

My Corolla 2000 , 2.0D 5
is giving 9.5km/pl with 70% AC and 30% running without AC in city running with traffic jams as well
and close to 11km/pl with 40% AC and 60% running without AC in city running with traffic jams as well

is this a good average ? i have heard that 2c engine gives 14km in city running or is it not possible

Bro my 2od saloon 2007 gives me 11/12 in city and 14 on long route with ac...and without ac its gives 13 in city and 17 on long AlhamduliAllah
