In 14" rims size, just stick with either 185/65/R14 / 175/70/R14, or at max. 185/70/R14, i.e. max. Dia should be at max. 615 mm. However, this tire may rub against wheels arches / sleeves, especially with 4 persons aboard, and to cover for that you may have to go for spacers / packing option.

175/70/R14 will provide better fuel efficiency than 185 mm wide tires, as contact area with ground will be comparatively less, however, other issues will remain there and be same like 185/65/R14.
In all these cases, your odo reading, speedometer reading, fuel efficiency figure, etc. Will not be accurate, as it's designed and calibrated for / on 165/70/R14.
