Please guide

Recently i sold car to person with promise to transfer car with in 4/5 days on his name but unfortunately he is not reply and picking up call all this things had written on stamp paper and is signed with both the parties

now my question is what is the way forward for this issue if he is not transferring

Ask him to get the car transferred to his name. 4-5 days is a very limited time. You have transfer deed as a proof with you. In case he doesn't go for ownership transfer in a month or so, you have legal options.

nowadays transferring the ownership facing issues dnt know why? but I heard that multiples requests are pending due to some backend issue

No no. Issue is in making of physical registration card only. No issue in ownership transfer.
If the buyer
1. Pays the ownership transfer fee (epay Punjab App)
2. Both buyer and seller do the biometric verification (easypaisa center)
3. Buyer goes to Excise office with original documents for physical verification, the vehicle is transfered to buyer on that day on Excise website and then you can download e-card from the website. Legally the vehicle is transferred to new buyer.
It hardly takes a day or two.

Yes, Physical Registration Cards are taking time to reach home. But those are not required anymore if you've e-card and your vehicle's data is updated on Excise website.

No, don't do that, since he also has the signed purchase deed.

Just call / visit excise, tell them the case. They will block the file.

what if the buyer age is 80 + ,and doesn't detects his biometric in excise department and cant go to excise office ?
