Transfer of Car Ownership, (Excise and Taxation department)

Assalam u Alikum
I have recently purchased a 660cc mitsubishi-ek-wagon,
Now I want to transfer it on to my wife's name.
Can anyone throw some light on it, regarding the procedure, and do my wife also have to go to the excise and taxation office or my presence would be enough.
What is the usual time line for transferring of the car?
Do the seller also has to accompany for getting the car transferred on my wife's name?
What are the papers that I will be needing?

if the car transfer is happening within 5 years of its 1st registration, the new owner shall be paying WHT a non-filer receive notice from FBR for income tax returns. A filer can claim WHT adjustment in his / her annual tax returns.

transfer letter +copies of CNIC - on stamp paper
delivery letter - on stamp paper
FORM T1 signed by Buyer with CNIC copy

normally paper work processing is 7 working days and personal presence is waived if speed money is paid through the excise office Touts roaming outside you may end up paying 5000 extra other then the govt. taxes & transfer fees.

they have made it extremely easy, just go to a excise office nearby, get the TO form, add car file photocopy, original registration book , your wifes id, owners id, and witness id (if any, but not necessary) put all these documents inside of a file (Rs10-20 card file) and get in line.

took me about 15minutes because my neighbor worked there, he also transferred the car through online system and generated a brand new registration book right that instance, but this may take 3-5 days.

Is it possible to transfer a Lahore number plate car from excise office in Rawalpindi? Actually I liked a Lahore number car in RWP which I would like to purchase - however not sure if it's T.O form can be raised from RWP excise office or the owner would definitely have to come to Lahore ?

A vehicle registered in any city of Punjab can be transferred from excise and taxation office of other
Punjab city. Morover, transfer occurs instantly online in front of u. However, original file and book are returned later on and often within less than a week. Presence of sellers and witnesses is not mandatory. Following things are required.
TO Form(available at excise office, its fee is 300), affadavit that all dues are paid and u will be responsible for any dues if arise later on (Rs 20 is enough), seller's, yours and two witnesses CNIC copies, all four will have to provide thumb impressions on TO form, original file and registration book alongwith one set of copy. If u r a filer then for upto 850cc vehicle u will have to pay 1400 (1200 transfer fee and 200 sticker fee, for 1000cc transfer fee is 2000). For non filer, I think for upto 850cc cars, u will have to pay around 6700 in total. Process is simple and does not take much time, no need of any agents.
