Transfer of ownership of ALTO VXR - without Smart Card of owner

Hello Pakwheelers,

I recently did token for Suzuki ALTO VXR for my little sister. E-Stamp is ready, Punjab E-Pay App Biometric ready, Original File ready but the owner hasn't received the Smart Card from Excise. But the car ownership is showing under the right owner name on MTMIS.
Payment is scheduled, transfer of ownership and E-Sahulat Biometric is scheduled for Wednesday 1st May, 2024.

Should I proceed with payment, biometric and transfer of ownership of ALTO VXR - without Smart Card of owner. Would it cause any issue? If yes whats the way around.

Please advice.

The current owner can get a virtual smart card here which you can print and then attach with your file when you visit the excise for inspection and transfer of ownership after paying the challan.
You are going to need vehicle registration number and chassis number to generate it.

Thank you brother for your response. Biometric is done, car in possession and smart e-card in possession too. Completed everything yesterday.

Here is the status

Approval is pending since more then 48 hours. I have called excise and they say you dont have to visit excise office. Is it normal? And how long it usually takes for Approval to move from Pending to In Progress or next step?

You must have specified an excise office of your choice for inspection. As far as I know the steps are like this,
After the deal,
Buyer initiates a transfer of ownership application using the app
Specifies an excise office of his choice for physical inspection (in Lahore we have 2 or 3 choices like DHA, Faridkot house etc)
Pays the challan using PSID
Buyer informs the application number to the seller
Seller's and buyer's biometric against the application number are done.

After this process the buyer has to take the car to the specified excise office and show it to the inspector who verifies the documents and inspects the car (they usually ask for a picture or in my case I went to DHA office in Lahore which was on second floor and he just glanced out the window and saw my car parked in the parking lot) before initiating transfer in excise records and also orders a new smart card. The ownership transfer becomes visible online. The card comes after a month or so.

A friend of mine sold his Honda city a couple of weeks back here in Lahore and the buyer, who was from Sargodha, informed him about the application number against which he got the biometric done from NADRA sahulat center and the buyer then took it to the excise office he had specified in his application (it was excise office in Sargodha) for inspection and the transfer was done.

The process did not involve any dealers or agents, or stamp papers or anything. Just the transfer of ownership challan fee (against PSID)was paid by the buyer. A sale receipt and a delivery receipt were exchanged between the seller and the buyer. Biometric of both buyer and seller against the application number was done and the car was transferred after inspection at the excise office.

You should be fine as long as the ownership details match in https://mtmispunjaab.pk and biometric verification goes through. However, it's best to confirm with the excise office if the missing Smart Card might cause any issues. If needed, the owner can apply for a duplicate before proceeding. Better to be safe than stuck in delays!
