Transfer of Ownership of Islamabad Number car from Lahore

AOA,
Hi guys, I am going to purchase an Islamabad Registered Toyota Belta 1300 CC Car in Lahore and need the guidance from Experts that can i transfer the ownership of Car on my own name in Lahore or shall I have to go to Islamabad? I would prefer to get it done from Lahore so please advise about any possiblities.

PS note that car owner and myself resides in Lahore and the owner has the registration book only as Islamabad excise usually doens't return the file to owner. Further what would be the required documents in case it can be done from Lahore?

Experts opinion please especially if someone has recently did this.

ETO Islamabad issues a computerised transfer letter only to the registered owner of the car. Without that transfer letter, its not possible to transfer the car. So I guess you and the current owner both need to visit Islamabad. Moreover, it is also required for the owner to be present for the transfer process in Islamabad. will take a day but the job will be done then and there. This what I know. Wait for more opinions on the matter.

If you are willing to spend thousands of rupees extra, some agent in Lahore can get it done.

Better visit with the owner and original registration book. As such vehicle is not required. In Islamabad, seller must be present (buyer may be absent, doesn't matter) and the process is very easy. No fee deposit in NBP, the excise office will collect the fees on the counter.

If the car registration date is older than 5 years, no need to be a tax filer. However if it is less than 5 years and you are a filer, please make sure you are on ATL (Active Tax Payer List)

I went to Islamabad ETO office and I told them that I came to Islamabad just to get the transfer letter so that I can sell my vehicle and what should the documents required as I brought the file and registration book with me. They gave me the TO form and told me that just fill it and give it to the buyer as he will need this and file and registration book for transfer of owener ship. Is that correct. The only thing worrying me is the note written that the owner needs to be present at that office. What does that mean. I need to be there at the time of transfer ?

You will need to be present along with this letter duly filled. Without you, this letter is of no use.

Well, there are ways AFAIK. You can fill this transfer letter and give to the buyer.

Buyer can involve some agent who can get the transfer done but they charge too much for it, around 15-20K for a seller being absent.

No agent required for Islamabad. Just visit the eto office and get the entire thing done in 2 hours. Please make sure that the seller has given the transfer letter signed and verified by eto office, marking that selling was present.

Hello brother...what if Islamabad number vehicle registration done in Lahore and when we go to Islamabad they said nothing have in our record??what's the matter...in Lahore there is a record of vehicle each and everything? Will u plz someone guide

if the vehicle have islamabad registration and islamabad number and you have papers for it there shall be record of vehicle in Islamabad office, unless the vehicle has been issued file & NOC for transfer to other city i.e Lahore and documents are submitted to lahore excise office. Only Then the record will be available only in Lahore Excise office.

If a car's registration is not 5 years old, i think there is no condition for a person to be a filer to transfer it on his name.

STEP I
Required forms can be downloaded from here or can be obtained from Information Desk situated
within the premises of Excise and Taxation Department, Islamabad.
STEP II
Following documents are required along with the application:
1. Application for transfer of ownership address to MRA/ET O Islamabad.
2. Photocopy of NIC of the Applicant.
3. Filled and signed Form 'F'
4. Photocopy of NIC of the Seller.
5. Computerized Transfer Letter
6. T.O Form
(If the reg istered vehicle's owner does not appear in person, documents at serial No. 4,5
& 6 should be attested by Class-I officer. It is also mandatory to present the photocopy
of NIC and office phone number of the attesting office..)
7. In case of a vehicle leased from a bank or a leasing company, NOC/transfer letter
should be required from relevant bank or leasing company.
8. An affidavit to the effect that the vehicle is neither stolen nor required in any other case
and that the applicant would be himself responsible for any discrepancy pointed
afterward.
In case of a vehicle registered in any other district, following additional documents would be
required:
1. Pro of of residence in Islamabad.
Electric/ Sui-Gas/ Telepho ne bill, NIC, Lease Agreement, Driving License,
Registered deed of property, and Allotment Letter/ Office Card (in case of
government servant) or Appointment Letter will be acceptable as a residential
proof.
In case an applicant does not have his personal proof of residence and resides
with someone else, such latter person must appear in person and submit an
affidavit to the effect that the applicant resides with him.
2. Photocopy of Registration Book.
3. Photocopy of complete vehicle registration file.
4. Orignal file, if the same has been returned by the relevant Excise & Taxation
Department.
5. NOC (No Objection Certificate) for the transfer of ownership from the relevant Excise &
Taxation Department.
STEP III
Transfer of ownership fee can be determined from the following fee schedule or can be estimated
from here. Furthermore, assistance can also be sought from Information Desk for the assesment of
fee.
STEP IV
Fee will be deposited on the Excise & Taxation Department designated window stituated in the
office of Excise & Taxation Department, Islamabad.
STEP V
After completion of all formalities, documents will be submitted to the Inspector and receipt will be
received from the relevant Data Entry Operator (DEO).

I dont get why people in punjab want to get isd reg , look how much hassle it is to get it on your name , now if it was Punjab reg like Lahore you could have gone to the local excise and get all of the stuff done in an hour or so . and also according to law you have to be a isd resident to get isd reg , what if the govt declare all the isd reg illegal unless they are isd resident , which btw govt is thinking about doing this , then what all of the people will do .
