Transfer of Ownership Without Seller Present

I purchased a used Honda CB150f in March 2020 in Rawalpindi. I got a sales deed made with the owner's father but since the owner himself was in Karachi at the time I couldnt get it transferred due to the biometric requirement.
I want to know if it is possible to get the motorcycle transferred without the original owner present. I have the original file but have misplaced Form D.
I still have photocopies of all original documents though. Any help will be appreciated

Get help from any excise agent. They have access to excise office staff and can be quite helpful, no issues. At Lahore almost all transfers are done in seller's absence.
