Transfer of vehicle ownership

I want to purchase mehran 1991 model
According to seller the original file of said vehicle was in punjab excise but the car is on name of owner car is registered under multan number, also seller have smart card and original plates with car

Should i go for deal without original file?
Is there any policy that punjab excise collected the files of vehicles and now these files are currently present in exise ?

Why are you in so much hurry to buy a doubted car. avoid it he must be doing fraud.

Actually case is too much confusing even a representative of excise department also said we have policy to capture the files in some cases while shift old vehicles (models below 2002) from copy or computerized book to smart card
