I have just transferred the ownership of my bike to other in January 2016. Just go to the excise registration office.(I went to cantt lahore office near butt sweats). The following documents are mandatory to transfer.
1) Original CNIC of both, buyer and seller
2) Copy of CNIC of both, buyer and seller
3) Vehicle original registration book/copy
4) Vehicle Excise file(Including Form-F, its original invoice,sale receipt )
The fee of bike transfer is 450 according to the Excise as per division
Transfer Letter Fee = 300 PKR (printed on it)
Transfer Processing Fee = 150 PKR
Total = 450 PKR
But the Excise MAFIA(sorry for bold word) will try to make you fool by taking 300 PKR of Transfer Letter fee and than again sum of 450 PKR. You can try to convince that, you have already paid 300 PKR of transfer letter fee to the officer and just receive the reaming 150 PKR.
If excise officer does not listen to you, then my advice is to go to the ETO(Excise Textation Officer, minimum 17 Grade officer) and tell complain about the over charging.
