1. Countries usually have treaties in which they honour each others' driving license. This pact is not free for all type of thing. E.g if you are a UAE resident and driving through entire GCC, you can use your UAE license. But once you shift to another country e.g Qatar, then you become a Qatar resident and sudenly your use of UAE driving license within Qatar and other GCC countries (even UAE) will become illegal.
In UAE International Driver's Permit issued by competent authorities (your local driving license office) is valid.
(Note: Only on tourist visa or carnet-de-passage if you take your car, only for rent-a-car, if you enter on work visa, spouse/parent sponsor visa, IDP is not valid, nor is it valid for driving father's/brother's/friend's car).
Similarly UAE IDP must be valid in Pakistan as a reciprocal measure. (Actually not even reciprocal measure, but as a measure of participating in the treaty of International Driving Permit.)
Since you are a Pakistani national, if you get IDP from UAE, still it is not valid in Pakistan.
Conclusion of the story: Get Pakistani license.
More important: If you want to enter cantonment area driving your car, you need Pakistani license. They don't recognize any other.
2. To import or own a vehicle you do not need a driving license. Driving license is only to drive a vehicle - you may or may not be the owner of that vehicle.
Logically, there can be a hundred situations in which the owner of a vehicle is not able to drive or is not able to have a driving license.
Example 1: A company buys 5,000 cars for their fleet. Is it possible for the company as an entity to have a driving license? No.
Example 2: When you lease a car, it is registered in the Bank's name. Is the Bank a human being? Not at all.
Example 3: My grandfather is very old. He has money, he buys a car and hires a driver to take him to places. Does my grandfather need a driving license to own a car?
Example 4: Visually impaired person (in other words perfectly blind). Say, one of Mr. X's brothers was blind by birth. Now Mr. X has a lot of money but resides somewhere else. He sent his brother some money to and told him to buy a car and hire a driver. Does the blind brother need a driving license to own a car?
Removal of confusion: Driving license and vehicle license are 2 distinct terms. Vehicle license means a license to make that vehicle roadworthy. It is the property of the vehicle. In Pakistan, the term number plate is commonly used rather than vehicle license.
Driving license is a characteristic of the human being sitting on the steering wheel.
In some countries vehicle cannot be registered without driving license of the owner. In many countries the labour is expensive as compared to Pakistan (drivers for hire are cheap in Pakistan). The de facto perception of the government is that the owner will also be the driver. If the owner is not the driver (a company, bank, senior citizen, minor, or handicapped person) then it is not impossible to register the vehicle. Workarounds exist, you simply have to satisfy the authority that the owner will not be driving the vehicle. Either you have hired a driver, in which case the copy of contract etc. along with the license of the hired driver will suffice.
