depends on state.. dubai is most tough. Minimum time is within 2 weeks if you pass all tests in one go.
I got mine m/t in 1 month after starting classes, though passed final RTA Test in 1st attempt. More attempts more time & money

In abu-dhabi, if you're employed in some top company then may be within one week. my frnd got within week (he recently joined etisalat, no classes just straight-away RTA test)

^ test is to judge two things:

Perfect Vehicle Control
Following RTA Road Rules (RTA= Road Transport Authority)

you do any mistake or lose confidence at any point, you'll be failed.
cannot compare it with raja-bazar n murree rd jungle stuff,
here you'll have to obey n practice each and every rule to clear the test and these rules are quite alot of them
