Did I say I ever met an agent who can do it?? Nope I did not. I did not pay a single penny as Kharcha Paani at the time of registration of the vehicle. Number you gave is either agent or someone from the office, so even if it is someone from office I consider him agent, simple. If the case is not resolved then no matter what, the number might be shown on online record, file may seem complete with all papers but at the time of sale of the vehicle to the next owner it shall cause problems because ultimately return file and papers have to be submitted to ETO for transfer. I have no intentions of hurrying up, I am already in mess after having amnesty scheme vehicle and won't like to be part of any more mess. I am sure those who are desperate would have approached you already. Thanx anyways. Cheers.

As per IHC information branch,case (I.C.A 950/2013) was fixed and heard on 16 january 2014 and next hearing is not fixed yet.what happened in hearing of 16-january, decesion can be obtained from IHC.anyone in Isb can go there and obtain it.and share for information of all.

In lst hearing, the previous decision suspended n also no date was fixed for next hearing n also on ihc website the cause list shows the decision as :Admit notices operations suspended: with no next hearing mentioned. where u heard it ?

@supereagle ur wrong at this point that the aministy scame is wrong , that type of scheme is already three times govt launched allready and they are going smoothly up to now .

How would you feel if I stole your car, drove it all the way to a far-flung area, tampered with its engine and chassis numbers and got it cleared under the 'Amnesty Scheme'. Just tell me your feelings if you found out that I were driving your stolen vehicle cleared under the Amnesty Scheme.

Iam myself an advocate and have the know how of our courts.
This amnesty scheme was not announced by any individual ,infact it was announced by The Government of Pakistan.so was she not the proper authority to do so?
Where was IHC when this scheme was announced?
Where was IHC when the NCP vehicles were being sold openly throughout the country?
Where was IHC when such huge and hard earned cash was being paid in the National Bank branches?
Where was IHC when the vehicles were being registered by Excise and Taxation Departments?
Where was IHC and her character when PPP was ruling and issuing such schemes that were so called ILLEGAL?
There is a law that can override other laws and it is "in the intrest of General Public" IHC has no lame idea of it.
Every one knows it pretty well that buying a car from the local industry which is quite sub standard and lack basic safety gadgets like air bags etc ,is some what a complete rip off.
Everyone knows it pretty well that through this scheme thousands of poor families now have there own ride ,my manager who had a motor bike all his life and had his family to use it for transportation in all weather conditions ,now owns a Suzuki alto cleared under this scheme with A/C and air bags.According to IHC his vehicle should be confiscated and auctioned,(hats off to such a decision).A Judge of IHC should be sensible enough to judge the effects of such scheme.his hon'rable family gets to ride in a latest car with police mobiles clearing the way and YES no poor citizen should even think of owning such Illegal cars.Infact only the rich can own locally manufactured expensive cars or can get imported ones.
So is THIS what we advocates struggled for during dictatorship.Supremacy of law ,equilibrium of justice and Character of courts ?

The job of the judiciary is to interpret the law. The law is supreme. The hands of the courts are tied for they have to interpret the law and can't make one. Being poor doesn't give one any right to break the law. Even if the courts were sleeping, the law was there all the time to differentiate right from wrong. You are a lawyer and you should be upholding the law and respect the court's decision. When anyone petitions in the Supreme Court, you can deliver your emotional speeches there in favour of Amnesty Scheme and let's see what the judges say to you.

Let me explain something....

Since talks are going on with the taliban and Govt can pardon the taliban of all the crimes they have committed.... that would be Murder... beheading soilders blowing up alot of people etc....

So basically Govt is in power of doing that correct ?

So how come a step of the govt in case of amnesty scheme is Illegal in your eyes ?

If stolen vehicles are being registered how is it fault of amnesty scheme?

How come? As all vehicles which are stolen can be re registered after tempering of chassis number. Be in under amnesty scheme or normal registration process.

Secondly this is a system of Lab testing in place...
Temperted vehicles can be detected..

So if that is not correctly implemented is it Amnesty schemes fault ?

U r telling the reality as every one who ever wants to purchase r sell the car would remain in doubt that what has been happening n what would happen to these vehicles. I have that one in my home n i am running that however i also in tension that i purchased the vehicle from a tribal area n i was not a smugler rather i took that from illegal tribes n paid about 60% tax on an about 13 yrs old model whereas as per natural formula for depreciation, govt obtained more than the normal tax comparing the model and all these have been documented scheme involving more than 50000 people legalized the vehicles under an approved scheme of that time govt.

U can not term it as illegal and also the court verdict declaring illegal was wrong as there was not in public interest who have been paying direct n indirect taxes since 60 years. n the courts are giving the biased decisions only victimizing the common people.

Dear Brother...ppl will never learn..thats for a fact...they will keep repeating old mistakes over and over.......after the amnesty scheme came the life time token scheme by the current govt. what;s stopping the XYZ next govt or any "sirphira" judge in announcing that this scheme was unlawful and eventually all the revenue gathered was subject to corruption......there goes the next 10 years in NAB

Thanks for the kind words and sorry for the belated reply. I don't have much trouble writing long posts for I'm a very fast typist. I like to both write and read a lot.

My foremost concern is the plight of our society and 'corruption' tops my list of concerns which I fear might eat away everything of ours. I've made it a mission of my life to fight against corruption in our society.

The main point which drives me against Amnesty Scheme is the scale of corruption which went into this scheme. First the smugglers broke our borders, broke the law and then paid the Department of Customs huge sums of bribes to get their smuggled vehicles cleared under this scheme. The sad part is that it also contained stolen vehicles whose chassis numbers were tempered. Imagine the government engaged in the illicit trade of legalising stolen vehicles. This makes me sick in my stomach.

You are right. Just to give you a food for thought: The people of this country have given this government a mandate for five years and by that account they should be collecting taxes for the period of five years only. Under the lifetime token scheme this government is collecting taxes till 2099. Now this can go to the courts and you are right, at any point the people might suffer, the ones who have paid vehicle taxes under the lifetime token scheme.

For me, the government does not have any right to collect lifetime token till 2099 when they have a mandate till 2018, a period of five years. The government is so cash-starved that sometimes she has to go for the crutches of either an Amnesty Scheme or for those of a lifetime token one.

The relationship between the government and its people is like that of a mother and her children. She should protect her people just like a mother protects her children. Our people pay taxes to the government. In return the taxpayer should get his or her right of security. If a citizen has acquired his car and later it is stolen, it should be returned to him or her. Now I just can't quite comprehend stolen vehicles being used by our government to generate cash for her (the government) just because she (the government) has gone broke and so cash-starved that she has to connive with the car thieves to stop going out of business.

It is absolutely the fault of the Amnesty Scheme if even a single stolen vehicle was not checked for its chassis number before being legitimised. Even one is too many for me. The Amnesty Scheme should have employed the modern forensic techniques (which you have addressed as 'laboratory') before legitimising the vehicles. It was not being done just because the government was corrupt and was too busy engaging in the business of bribery so that the custom officials could get their pockets heavy with corrupt money and didn't care about the rights of the people. How can such a scheme be legal when millions of bribery was involved in it. Hakumat key balla say aam admee marta hay tau maray, they don't care if people suffer especially those whose vehicles are stolen and the government watches all this as a silent spectator sitting at the sidelines taking pleasure out of the suffering of her people. This is absolutely disgusting. There has to be a linkage between the Amnesty Scheme guys and the forensic guys (laboratory guys) because both are under our government so that the rights of the people are not infringed. Amnesty Scheme should have employed the modern technique of forensics. If they haven't then it is their fault. Putting the blame on someone else is like passing the buck, but the buck stops at the Amnesty Scheme officials.

Even if the forensics department came into play, it would not have been of any help in the recovery of the stolen vehicles because then it would have increased the rate of bribery in the scheme requiring the forensics (laboratory walay) guys to be bribed too. Tub Laboratory walay ko bhee rishwat danee parnee thee. Rishwat ka rate barhna tha laboratory karwanay k liyay.

Government talking to Taliban and the Amnesty Scheme going together: Two wrongs don't make one right.
