Vehicle Amnesty Scheme unlawful: Islamabad High Court

supereagle Sir, let me clear your confusion...just go deep into this matter that why the Government felt the need of legalizing these vehicles .Sir I live in Quetta and the suicide attack on the DIG FC that took place here in which a ncp car was used was the only reason that led to the legalizing of these vehicles,IT WAS NOT BROUGHT TO FACILITATE ANY INDIVIDUAL.
one should at least appreciate this effort of the Government.
Thousands of ncp cars were plying on the streets of Pakistan that had no record,which could be easily used by any terrorist or a criminal.
Sir all the cars that were cleared under this scheme were not stolen.And the excise department is responsible to check whether the car brought for registration is tampered or not .So please don't spread you fears and confusion.
With all the due respect you don't know our Judicial system...... I don't want to utter any contemptuous stuff.

The relationship between the government and its people is like that of a mother and her children. She should protect her people just like a mother protects her children. Our people pay taxes to the government. In return the taxpayer should get his or her right of security. If a citizen has acquired his car and later it is stolen, it should be returned to him or her. Now I just can't quite comprehend stolen vehicles being used by our government to generate cash for her (the government) just because she (the government) has gone broke and so cash-starved that she has to connive with the car thieves to stop going out of business.

It is absolutely the fault of the Amnesty Scheme if even a single stolen vehicle was not checked for its chassis number before being legitimised. Even one is too many for me. The Amnesty Scheme should have employed the modern forensic techniques (which you have addressed as 'laboratory') before legitimising the vehicles. It was not being done just because the government was corrupt and was too busy engaging in the business of bribery so that the custom officials could get their pockets heavy with corrupt money and didn't care about the rights of the people. How can such a scheme be legal when millions of bribery was involved in it. Hakumat key balla say aam admee marta hay tau maray, they don't care if people suffer especially those whose vehicles are stolen and the government watches all this as a silent spectator sitting at the sidelines taking pleasure out of the suffering of her people. This is absolutely disgusting. There has to be a linkage between the Amnesty Scheme guys and the forensic guys (laboratory guys) because both are under our government so that the rights of the people are not infringed. Amnesty Scheme should have employed the modern technique of forensics. If they haven't then it is their fault. Putting the blame on someone else is like passing the buck, but the buck stops at the Amnesty Scheme officials.

Even if the forensics department came into play, it would not have been of any help in the recovery of the stolen vehicles because then it would have increased the rate of bribery in the scheme requiring the forensics (laboratory walay) guys to be bribed too. Tub Laboratory walay ko bhee rishwat danee parnee thee. Rishwat ka rate barhna tha laboratory karwanay k liyay.

Sir for every thing there is a Procedure, If it is not followed it is a big problem and raises red flags but due to this the Process cannot be blamed nor called Illegal. A lot of controversies and scandals are there about 2013 elections no matter what it does not mean the process should be abolished.
Though everyone has their own opinion and point of view.
I would consider this legal as its govt endorsed and now even approved by the courts, but in No way I endorse to Re-registration of stolen Vehicles and neither should anyone else.

These type of taxation schemes / amnesty schemes have been introduced in the whole world. Here if these types are introduced and then one of us goes in the court and the biased judges term it illegal.............whats a justice?

Bottom line is
As per law if any scheme is launched by competant authority of government following procedures in vogoue, it is legitimate and cannot be turned down by court of law.and this scheme is fine from this aspect.

Its just local car mafia feeding judges to prolong it in their interest.
so dnt worry testing time is over it just now a matter of time.

No update for isbd registration.

Th registration process should have been started in islamabad whereas other cities have started it. Seems isbd concerned people(Et deptt) dont care.........

Bottom line is
As per law if any scheme is launched by competant authority of government following procedures in vogoue, it is legitimate and cannot be turned down by court of law.and this scheme is fine from this aspect.

How to get a copy of stay order? Mobile teams are active nowadays. Our car is registered in its original owner's name who is a distant relative. Due to this case car can't be transferred. Copy of court order will helpful up to some extent I guess.

It seems as if no one has time to go to Eto and inquire about the delay in registration. Those who have unregistered vehicles should go to ETO Isb and tell them the issues they are facing due to non registration otherwise the things will keep on lingering on for months

Please don't tell us to go to the ETO Office to tell the officer to do his job the right way. Had everyone done his job well then this country would not have been in a shambles we all see her in today.

Even if we go to the ETO Office for help, we are not going to get it. Udhar siwai dhakkay khaanay k aur kuch naheen milay ga.

I have amnesty scheme vits 2000 model lahore registered .. i didnt receive the documents so far, anybody having update about when the documents will be provided to owners?? moreover if anybody wanna buy my car its available for sale

And u think people haven't been to ETO? Not sure about Islamabad but ETO Lahore gives lame excuses like court is in case, we are looking into the matter, wait for few days.. and it has been 8 months now.. 2 different agents who I know for quite sometimes have reported no progress.. while 3rd one who seemed to be a crook and I met by chance at ETO Lahore asked for some kharcha paani for the documents but I didn't do it coz I have already been tensed and irritated enough by buying this damn car and I don't wanna be ripped off anymore..
@supereagle put it correctly, no one is doing his job.. I have mentioned in one of my previous posts that some cities have even returned the original files and documents and have also given the reg. no. of the 2 Multan reg cars cleared under this scheme.. Same country, same province, different rules.. WTF..

Things have already been lingering for 8 months now. Even baby is born at 9 months.

Interesting discussion is going on, well I have visited ETO Islamabad today regarding my Jeep registration and as per ETO sab double bench of high court have only suspended the orders but haven't said that its legal so basically its still between legal and illegal and they got notification from FBR "not to registered" but no other notification to start issuing the registration again. So high court still have to decide if they its legal or not......case is still hanging, i can see few months more wait...
