All these are rumors. These cars are not being registered anymore, that's true, but older ones are not being cancelled as yet.
There was a news in Saturday Jang paper that a writ petition has been filed in Lahore high court but no further news on it.
Also someone told me that the decision has been challenged in Balochistan High court, but I am not sure about that.
Rumors are that FBR will file an intra-court appeal but I honestly doubt that. They have made money and I don't thick they give a damn about poor end users. Lets wait and see.

This order of the IHC will be over ruled as the local car manufacturers ie indus
Moter etc went for a stay order in the SCP against this amnesty scheme around the 10th of march if I recall correctly that stay order was cancelled in 2 days by the SCP. This order by the IHC will be challenged in view of the ruling by SCP and this order will be thrown out on that basis as a lower court cannot challenge the ruling of a higher court. People who have bought these cars have nothing to worry about it was legalised by the then government and if it was illegal then the SCP should have taken action then.

QUETTA: Balochistan Assembly speaker on Tuesday asked the chief minister to take up with the federal government the decision of Islamabad High Court (IHC) cancelling the amnesty scheme for cars brought into the country from Afghanistan.
Speaker Jan Muhammad Jamali also directed the provincial government to file an appeal in the Supreme Court against the IHC order.
PML-Q?s parliamentarian leader Jaffar Khan Mandokhail has said that a resolution should be passed against the IHC?s decision, as it affects the people of Balochistan.

The IHC had declared void the previous government?s decision to allow registration of non-customs duty paid (NCP) vehicles on payment of fee at discounted rates.
In the tribal areas along the borders of Afghanistan and Iran, people buy duty free cars and SUVs from Afghanistan and roam around freely only to be stopped when they enter the settled areas of the country. It is legal in tribal areas but not in the rest of the country.
In order to end the practice, the past government had introduced an amnesty scheme of registering these vehicles at discounted fee.
PML-Q?s Abdul Karim Nausherwani raised a point of order on cancelling the scheme.

Nausherwani said the Federal Bureau of Revenue (FBR) has registered approximately 51,000 NCP vehicles and collected Rs16 billion. The IHC decision of cancelling these registrations is unbearable for the people of Balochistan.
PML-N?s provincial president Nawab Sanaullah Zehri said the people of Balochistan got their NCP vehicles registered legally and the decision particularly will affect the Baloch and Pashtun.

Lahore High Court has issued the stay order over the matter. Excise and taxation department has resumed the registration process of these vehicles as per my info. Will visit them tomorrow and update about the registration process.

Koi haal nae aik junior court nullifying the orders of Supreme Court then another high court gives a stay on IHC ... Ye Hamara judiciary system hai ...
N few people still call it truly independent ...
One group of thugs made an illegal thing legal then another came n declared it illegal again from a junior court ... Which is itself something against law ... N then another group uses same people in another city n makes it legal again

LAHORE: The verdict of Islamabad High Court’s verdict on the previous government’s amnesty scheme for non-customs paid (NCP) vehicles has been rejected by the Lahore High Court,media reported on Thursday.
On June 19, IHC declared the amnesty scheme illegal. It also asked the Federal Board of Revenue (FBR) to seize the 50,000 vehicles sold under this scheme and auction them, officials told.
According to the report, the Lahore court today suspended this verdict and asked the federal government to submit its reply in response to the latest development in a week.
On March 3, 2013 former PPP government had approved an amnesty scheme allowing owners to legalise smuggled cars after payment of concessional duty and taxes as scheme. .

Zehris & Magsis are the extreme beneficery of such scheme they sponsored the investors and have to Protect them too.

Got the car registered today.

Here comes another problem. Agent asked 27 k for the registration. I know him for quite some time and do trust him. I said I'll deposit fee myself. He said ok. When I went with him fee was nearly 17k. I was like what the ...!! Asked him why he said 27k to which he replied that 8-10k is the rate that we have to give to excise guys for AMNESTY scheme cleared vehicle. I was quite surprised. I refused to give an extra 10k. Agent simply told me either to find an approach or do it myself as he'll not be able to help me without that extra 8-10k. Anyways I tried to do it on my own but soon realized it is not possible. "Kahan se clear hui hai car?? Kb clear hui hai?? Quette se kiyo, Peshawar se kiyo nahi?? NOC kiyo nahi liya?? Court ka detail order nahi aya" These were some of the reasons they gave of not registering it. By chance I found a colleague of mine who had come to get his car registered and knew a higher official there. He helped me out and I ended up saving my 10k.
So guys either find some approach or have an additional 8-10k in ur pocket. Welcome to Pakistan..:S
